On both occasions, Haaland\u2019s staff confirmed that <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">the first Indigenous Interior Secretary would be present to receive the <\/span><a href=\"https:\/\/www.globalindigenouscouncil.com\/wolf-treaty\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(1.960000%, 38.800000%, 75.700000%);\">Wolf Treaty <\/span><\/a><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">and to discuss growing concerns among Tribal Nations and the Indigenous community as the impacts of the Trump <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">Administration\u2019s ESA wolf delisting rule <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">escalates threats to not only the viability of the wolf, but also tribal treaty rights, sovereignty, consultation mandates, and traditional spiritual and religious freedoms. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">Assistant Secretary for Indian Affairs, Bryan Newland, stepped in for Haaland. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">\u201cThey didn\u2019t answer any questions and they didn\u2019t ask any questions. Assistant Secretary Newland and <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">his colleagues made notes but absolutely no commitments. In fact, they expressed very little. To call the <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">meeting perfunctory would be an overstatement,\u201d said Rain, director of <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">the film <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=8ZWmfMK6bfc\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; font-style: italic; color: rgb(1.960000%, 38.800000%, 75.700000%);\">Family<\/span><\/a><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">, author of the Wolf Treaty, and executive director of the Global Indigenous Council. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(14.900000%, 14.900000%, 14.900000%);\">One attendee observed that it was unclear if Newland had even read the Wolf Treaty as his did not respond affirmatively when directly asked by Rain. Presenting the treaty to Secretary Haaland was the purpose of the meeting. Over 700 Tribal Nations on both sides of the US-Canada border have signed the Wolf Treaty. <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">In a written statement the delegation was asked to submit to the DOI prior to the meeting, the tribal representatives asserted: <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201cThe treaty has been described as \u2018a blueprint\u2019 for contemporary wolf management and offers a <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">pathway to move away and forward from the archaic practices that remain entrenched today, and which epitomize systemic and institutionalized racism &#8211; most of which were authored by the notorious white supremacist and eugenicist, Madison Grant. For Indigenous people, the ESA wolf delisting, and the now ongoing decimation of <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">the wolf by white trophy hunters, trappers, and bounty hunters, isn\u2019t simply an \u2018environmental\u2019 or \u2018wildlife\u2019 issue, it is a social justice issue. The First People of the Land continue to be the last to be heard, despite President Biden\u2019s promises, which h<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">e again repeated in his statement on <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Indigenous Peoples\u2019 Day.\u201d <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201c<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">We feel honored to have met with the Assistant Secretary Newland, but totally disappointed that the Secretary of Interior didn&#8217;t reschedule an appointment so that we might meet with her personally. We believe that Secretary Haaland is the person to facilitate the implementation of some of the resolutions we presented to the wolf issue and others. <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2018C<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">onsultation<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2019 <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">is an old, misused term; we<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2019<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">re ready for free, prior, and informed consent, as emphasized in the United Nations Declaration on the Rights of <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Indigenous People,\u201d reflected Casey Camp<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">-Horinek, Environmental Ambassador and Elder of the Ponca Nation. <\/span><\/p><\/div><\/div><\/div><div class=\"page\" title=\"Page 2\"><div class=\"layoutArea\"><div class=\"column\"><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">The reason cited for Haaland\u2019s absence was her travel <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">schedule, specifically her attendance at COP26 in Glasgow, Scotland. Elder Camp-Horinek was traveling to COP26 after the wolf discussion Haaland sidestepped. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">As the three DOI officials in attendance were unaware of it, the delegation had to furnish them with a <\/span><a href=\"https:\/\/www.booker.senate.gov\/imo\/media\/doc\/booker_peters_lead_21_senators_to_urge_interior_department_to_place_emergency_protections_on_gray_wolves.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(1.960000%, 38.800000%, 75.700000%);\">letter sent to Haaland by Senator Cory Booker <\/span><\/a><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">on October 28. The letter <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">cites tribes\u2019 con<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">cerns on the wolf <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">and calls on Haaland \u201cto issue an emergency listing to restore temporary federal Endangered Species Act (ESA) protections to the gray wolf.\u201d Twenty<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">-one of the most prominent US Senators in the Democratic Caucus signed on to the letter, including Bernie Sanders, Diane Feinstein, Elizabeth Warren, Sheldon Whitehouse, and Brian Schatz, Chairman of the Senate Committee on Indian Affairs. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">One of the key issues cited in the letter and raised by <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">the delegation was the Trump Administration\u2019s <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">failu<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">re to engage in mandated \u201cmeaningful\u201d and \u201cthorough\u201d government<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">-to-government consultation with tribes while formulating the ESA wolf delisting rule that Haaland and the DOI is defending. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201c<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Consultation without resolution and solution is meaningless. We<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2019<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">ve got to get to that level<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">,\u201d said <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">William F. Snell, Jnr., executive director of the Rocky Mountain Tribal Leaders Council (RMTLC). <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">At the meeting, Snell presented a letter the RMTLC recently received from Principal Deputy Director of the US Fish and Wildlife Service (FWS), Martha Williams. In the letter, Williams was offering to consult with RMTLC member tribes on ESA wolf delisting some ten months after the rule has been in effect. In <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">July of this year, Williams conceded in a stakeholders\u2019 meeting that impac<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">ted tribes had not been consulted as required by law in the rule making process. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201c<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">We directly and very forcefully advocated on behalf of Indian Country and our sacred brother the wolf. But we also identified the issue. The issue does not lie within the Assistant Secretary<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2019<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">s Office, the issue lies within the FWS. The problem is the FWS and its antiquated culture when it comes to the management of the wolf. We requested a follow up meeting to address FWS with the Secretary of Interior in the room<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">,\u201d confirmed <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Tom Rodgers, president of the Global Indigenous Council. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">On October 22, the White House nominated Martha Williams for Director of FWS. In her previous capacity as the Director of the Montana Department of Fish, Wildlife and Parks, Williams stood in direct opposition to tribes on preserving ESA protections for the grizzly bear in Greater Yellowstone. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Newland didn\u2019t respond when pressed by the delegation on Williams\u2019 actions, and he also remained <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">silent when presented with disturbing images from the ongoing state-sanctioned wolf culls in Montana and Idaho. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201cThis is what passes for wolf management now in the Northern Rocky Mountain<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">-Distinct Population <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Segment,\u201d Rain said to Newland. \u201cAnd by the Secretary&#8217;s inaction, this is what you\u2019re defending,\u201d he <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">added. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Bills signed into law in Idaho and Montana allow for wolf populations in the states to be slashed by 90% and 85% respectively, and sanction wolf-killing by snaring, trapping, baiting, hounding, being crushed by snowmobiles, all-terrain vehicles, the use of helicopters, and night vision technology for hunts after dark. <\/span><\/p><\/div><\/div><\/div><div class=\"page\" title=\"Page 3\"><div class=\"layoutArea\"><div class=\"column\"><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Chairman Tehassi Hill of the Oneida Nation cataloged some of the impacts on the tribal community following the spring wolf hunt in Wisconsin, during which tribal treaty rights were violated. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201cIn <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">the meeting, we all had the opportunity to share our thoughts and our feelings as it relates to the wolf and the impact that the delisting has had within our respective areas. In Wisconsin it has been devastating. Thankfully, a Dane County judge issued a preliminary injunction on the fall hunt. Proper procedures weren<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2019<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">t followed by the state in its spring hunt. We will continue to work together to assure that mutual respect is accorded to our people and the wolf on our lands<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">,\u201d committed Chairman Hill. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">The youngest member of the delegation, teenager Ari <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201c<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Tashi<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201d <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Amehae, wasn<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u2019<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">t permitted to participate in the meeting despite previous written assurances that she could. Amehae was attending in honor of her late grandfather, Don Shoulderblade. <\/span><a href=\"https:\/\/nativenewsonline.net\/currents\/northern-cheyenne-sun-dance-priest-don-shoulderblade-leader-of-grizzly-bear-struggle-passes\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 11.000000pt; font-family: 'Calibri'; color: rgb(1.960000%, 38.800000%, 75.700000%);\">Shoulderblade was the founder of GOAL <\/span><\/a><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">(Guardians of Our Ancestors Legacy) Tribal Coalition, which wa<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">s at the forefront of tribes\u2019 victory to protect the grizzly bear <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">and in the process defeated the Trump Administration, the National Rifle Association, Safari Club International, and the states of Montana, Idaho, and Wyoming in federal court. Amehae had intended to provide a voice for tribal youth engaged with GOAL. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201cThe wheels of the Department turn slowly. Sometimes slower than we\u2019d like,\u201d was the most declarative <\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">statement Newland made in the meeting. <\/span><\/p><p><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">\u201c<\/span><span style=\"font-size: 11.000000pt; font-family: 'Calibri';\">Indian Country is united behind our brother wolf.
